For example, the home reportedly failed to develop, write and use policies that would forbid and prevent neglect, theft, abuse and mistreatment of residents and their property—an oversight that resulted in harm befalling residents. The report also notes several instances in which the home failed to provide the necessary care that each resident needed to maintain the highest well-being possible.
